Population
Resident population composed of two groups: - persons having permanent police registration form on the spot and no temporary dwelling elsewhere; - persons having temporary police registration form without considering whether they were present or absent at the census moment.
The resident population is composed of two groups, and namely, of the scope of persons being permanently registered at the given place and possessing no temporary dwelling elsewhere - and of those possessing temporarily registered dwelling at the given place, irrespectively of the fact whether they were present or absent on the census day.
In housing units every person had to be enumerated - irrespective of his/her actual presence - if living there steadily with permanent or temporary registration or even without being officially registered. From among foreign citizens the following were enumerated: persons having a permit to settle down; those having a residence permit enabling them to stay in Hungary for more than one year studying, working; those waiting for the permission to settle down; refugees having a temporary residence permit, but expecting to settle down in Hungary. Excluded from the scope of the census: foreign diplomats and their family members, foreign military personnel staying in the country; tourists, guests etc.
Resident population of the census means the group of persons staying in fact on the place of the enumeration, those who live their everyday's life there, can be contacted on the given address, spend most of their night-rests on that place, go to work or to school from that place. As such, the place of the enumeration can be the person's registered permanent address, or his/her registered staying (temporary) address, or his/her not registered address, too. This grouping is basically in line with the concept of resident population of the 1990 census, where the intent for the official registration had been regarded as a matter of fact of a valid official registration.

The technically (architecturally) connected units (living-, cooking-, hygienic- etc. rooms) built originally or transformed later for residential purposes and serving also for the time being as human dwelling which has direct access from outside (street, square) or through a garden or a common hall (stairway, corridor) within the building is understood as dwelling. The dwelling may consist also of one single room.
The dwelling is a unit of places and rooms of specified functions (living rooms, cooking places, sanitary places etc.), generally connected with each other technically (architecturally), built originally for human accommodation, stay (home) or transformed into dwelling also suitable for living at present, which has a separate entrance from a public place, courtyard or from a collectively used place inside the building (staircase, corridor etc.).
The dwelling is a unit of places and rooms with specific functions (living rooms, cooking places, sanitary places etc.), generally technically (architecturally) connected to each other, intended for human accommodation, stay (home) or converted into dwelling and also suitable for living at present, which has a separate entrance from a public place, courtyard or from a collectively used place inside the building (staircase, corridor etc.).
Households
The sphere of persons living together in a common dwelling or in a part of it, having a common meal at least once a week and commonly bear the costs of living, should be meant as a household.
Household is generally the group of persons living together in a common housing unit or in a part of it, share the costs of living partly or totally, and have their meals together on one or more days of the week. Persons living in the same dwelling but having independent claims to live there are not qualified as a common household even if the above detailed criteria were existing. Thus, co-tenants, home-owner or tenant with sub-tenant or night-lodger form by no means common household.
The household is the circle of persons living together in a common dwelling or in one of its parts, bear together partly or completely the costs of living and, as usual, take their meals together on one or several days of the week. Persons living in the same dwelling but on the basis of independent tenures are not considered as persons living in the same household, even if the above conditions are fulfilled. Consequently, the owner or the tenant (partner tenant) does not form a common household with his/her subtenant, bedtenant. Co-tenants can't form a common household either.
A (private) household is a group of persons living together in a common housing unit or in a part of it, bearing together, at least partly, the costs of living (i.e. daily expenses, meals). Persons living in the same dwelling but on the basis of independent tenure status, are not considered as persons living in the same household even if the above conditions are fulfilled. Consequently, owners or tenants (partner tenants) do not form a common household with their subtenant, night-lodger, the former persons (the members of a family, if so) always are grouped as an independent household.
